After I configure mysql server charset to UTF-8 I get the following exception:

"Incorrect string value: '\xD0\x97\xD0\xBE\xD0\xBB...' for column 'Title' at row 1"

As far as I understand DO sends SQL request encoded with something different than UTF 8 and so the server refuses it.

What shall I do?

you'll likely need to add CharSet=utf8 to your connection string.
