Unfortunately, DateTimeOffset fields are not supported for PostgreSql provider at the moment. It'll take some time to implement such support. If it really important we will try to add the task to roadmap for one of next versions, but I can't guarantee that it will be currently developing version. We have scheduled changes for it. The roadmap can be extended by some new items but only if we have time to do it.

Update: We started implementing DateTimeOffset support. We haven't added it to roadmap yet because for now we don't know if we need to include it to Final version or to Release Candidate version. We'll decide a bit later. Check the roadmap out from time to time and the feature will appear in it.
